Many Americans have not yet heard of the "SmartMeters" that are being installed at a rapid pace across the states of California, Texas, and other states across our nation. Many Americans are totally unaware that someone has already installed a meter or will soon be showing up at their home, and, without knocking, or asking permission, will remove their old analog meter and replace it with a new “SmartMeter."

Why the rapid pace and secrecy in installing the meters? Is it because the utility companies know that the majority of Americans would never allow for such a thing if they really knew more about these new meters, their HARMFUL HEALTH EFFECTS, their inaccurate and often inflated billing, and the “big brother” control they will have over our use of energy and our own appliances in our own homes.

When all is in place, the smartmeter will not only keep track of how much electricity you are using, but it will be able to control, regulate, and ration your use of that electricity. If "big brother" decides that you are using too much heat in the winter time, or too much air conditioning in the summer time, or using too much hot water in your showers or washing machine (even if you are willing to pay for that extra usage), that use of power will be automatically turned down. A future goal is to have - all appliances replaced with those containing RF so that the smartmeter can speak to your appliances and turn them off in peak hours - for even more regulations and controls.

One of the propaganda ads about the SmartMeter was that this will be a way to save energy and lower costs, but many who already have the meter are finding out that is not the case. A man called to find out why his rates had gone up and was told that now that the meter could read exactly what time of the day that he was washing his clothes or using his air conditioner, PG&E could determine if that was “peak time” or not, and since it was “peak time” then he would have to pay “peak premium rates.” If he wanted to save money then he could wash his clothes in the middle of the night or use his other appliances at that time, or his air conditioner then (when he really didn’t need it anymore because the temperature is cooler).

A wealth of peer-reviewed scientific literature shows that exposure levels well below the current US FCC radiofrequency guidelines can cause negative biological effects including changes to cell communication, cell metabolism, blood brain barrier disruption and DNA damage, links to infertility, and increased cancers, particularly leukemia and brain tumors. What I see currently in my practice reflects this science, and I am very concerned about the proposed use of wireless smart meters.

On January 19, 2012 the Board of the Academy of Environmental Medicine called for a resolution to halt wireless smart meters installation based on their assessment of the current medical literature. These physician specialists urge precaution as the literature raises concern regarding radiofrequency (3 KHz - 300 GHz) or extremely low frequency ( ELF 0- 300 Hz) exposures. Current FCC guidelines for RF safety that have been used to justify installation of smart meters only look at thermal tissue damage and are based on science published prior to 1986. Modern studies show metabolic and genomic damage from RF and ELF exposures well below the level of intensity which heats tissues. These effects at lower energy densities accumulate over time, which is an important consideration given the chronic nature of exposure from smart meters.

Solid evidence from a review of FCC Grants of Authorization shows that many thousands (perhaps millions) of meters are in clear violation of one or more of the limitations noted on each FCC Grant of Authorization. The Assessment of Radiofrequency Microwave Radiation emissions from Smart Meters (by Sage Associates in Jan. 2011) shows many cases where RF levels are many times higher than those reported to cause adverse health effects . I have electronically filed this report already for your review.

Comparison of RF exposure from cell phones to smart meters is misleading. The FCC would have required smart meters to be tested for SAR ( specific absorption rate) compliance if the smart meters were to be held to the head and not tested for power density. Power density and SAR compliance are not the same and to compare them is wrong. Smart meters, like cell towers create whole body exposure rather than localized exposure. Cell phone use is voluntary and sporadic. Smart meter exposure is involuntary and "all over the map". ( see tables in report filed electronically -Assessment ofRadiofrequency Microwave Radiation emissions by Smart Meters by Sage Associates Jan. 2011).

The difference between a cell phone and a smart meter environment is that while the cell phone is used only intermittently a smart meter environment is continuous. There is also strong evidence that leukemia rates are increased among people living near to powerful AM radio transmission towers. Because WiFi, radio transmission towers and smart meters all generate similar RF radiation, my conclusion is that if the whole body is exposed, leukemia is the major cancer of concern, while if only the head is exposed as in using a cell phone, one sees increased risk of local cancers, such as brain cancer. There are a variety of other health effects reported as a result of exposure to RF radiation, but in my judgment the increased risk of cancer is both the best documented and the disease of greatest concern.

The benefit of the smart meters is entirely to the utilities, and is economic in nature.

The evidence for adverse effects of radiofrequency radiation is currently strong and grows stronger with each new study.

Public fears about wireless smart meters are well-founded. They are backed by various medical authorities such as those of the Santa Cruz County(California) Public Health Department. These authorities are worried about the growing number of citizens who say they have developed electrohypersensitivity (EHS), especially since for many of them, the symptoms developed after the installation of such meters (it takes some time for most people to link the two events).

Therefore, caution is warranted because the growing variety of RF/microwave emissions produced by many wireless devices such as smart meters have never been tested for their potential biological effects.

While the specific pathways to cancer are not fully understood, it is scientifically unacceptable to deny the weight of the evidence regarding the increase in cancer cases in humans that are exposed to high levels of RF/microwave radiation.

The statement that « there is no established mechanism by which a radio wave could induce an adverse effect on human tissue other than by heating » is incorrect, and reflects a lack of awareness and understanding of the scientific literature on the subject. In fact, more than a thousand studies done on low intensity, high frequency, non-ionizing radiation, going back at least fifty years, show that some biological mechanisms of effect do not involve heat. This radiation sends signals to living tissue that stimulate biochemical changes, which can generate various symptoms and may lead to diseases such as cancer.

Even though RF/microwaves don’t have the energy to directly break chemical bonds, unlike ionizing radiation such as X-rays, there is scientific evidence that this energy can cause DNA damage indirectly leading to cancer by a combination of biological effects. Recent publications have documented the generation of free radicals, increased permeability of the blood brain barrier allowing potentially toxic chemicals to enter the brain, induction of genes, as well as altered electrical and metabolic activity in human brains upon application of cell phone RF/microwaves similar to those produced by smart meters

High frequency EMFs such as the microwaves used in cell phones, smart meters, Wi-Fi and cordless ‘‘DECT’’ phones, appear to be the most damaging when used commonly. Most of their biological effects, including symptoms of electrohypersensitivity, can be seen in the damage done to cellular membranes by the loss of structurally-important calcium ions. Prolonged exposure to these high frequencies may eventually lead to cellular malfunction and death.

Wireless smart meters typically produce atypical, relatively potent and very short pulsed RF/microwaves whose biological effects have never been fully tested. They emit these millisecond-long RF bursts on average 9,600 times a day with a maximum of 190,000 daily transmissions and a peak level emission two and a half times higher than the stated safety signal, as the California utility Pacific Gas & Electric recognized before that State’s Public Utilities Commission. Thus people in proximity to a smart meter are at risk of significantly greater aggregate exposure than with a cell phone, not to mention the cumulative levels of RF/microwaves that people living near several meters are exposed to.

With smart meters, the entire body is exposed to the microwaves, which increases the risk of overexposure to many organs.

Wireless Smart Meters and Potential for Electrical Fires

Typical gauge electrical wiring that provides electricity to buildings (60 Hz power) is not constructed or intended to carry high frequency harmonics that are increasingly present on normal electrical wiring. The exponential increase in use of appliances, variable speed motors, office and computer equipment and wireless technologies has greatly increased these harmonics in community electrical grids and the buildings they serve with electricity. Harmonics are higher frequencies than 60 Hz that carry more energy, and ride along on the electrical wiring in bursts. Radio frequency (RF) is an unintentional by-product on this electrical wiring.

It may be contributing to electrical fires where there is a weak spot (older wiring, undersized neutrals for the electrical load, poor grounding, use of aluminum conductors, etc.). The use of smart meters will place an entirely new and significantly increased burden on existing electrical wiring because of the very short, very high intensity wireless emissions (radio frequency bursts) that the meters produce to signal the utility about energy usage.

There have now been electrical fires reported where smart meters have been installed in several counties in California, in Alabama, and in other countries like New Zealand. Reports detail that the meters themselves can smoke, smolder and catch fire, they can explode, or they can simply create overcurrent conditions on the electrical circuits.

Electrical wiring it is not sized for the amount of energy that radio frequency and microwave radiation. These unintended signals that can come from new wireless sources of many kinds are particularly a worry for the new smart meters that produce very high intensity radio frequency energy in short bursts. Electrical fires are likely to be a potential problem.

Electrical wiring was never intended to carry this – what amounts to an RF pollutant – on the wiring. The higher the frequency, the greater the energy contained. It’s not the voltage, but it is the current that matters. RF harmonics on electrical systems can come from computers, printers, FAX machines, electronic ballasts and other sources like variable speed motors and appliances that distort the normal, smooth 60 hertz sine wave of electrical power and put bursts of higher energy RF onto the wiring.

Wireless smart meters don’t intentionally use the electrical system to send their RF signal back to the utility (to report energy usage, etc). But, when the wireless signal is produced in the meter… it boomerangs around on all the conductive components and can be coupled onto the wiring, water and gas lines, etc. where it can be carried to other parts of the residence or building.

It is an over-current condition on the wiring. It produces heat where the neutral cannot properly handle it. The location of the fire does NOT have to be in close proximity to the main electrical panel where the smart meter is installed.

A forensic team investigating any electrical fire should now be looking for connections to smart meters as a possible contributing factor to fires. Every electrical fire should be investigated for the presence of smart meter installation. Were smart meters installed anywhere in the main electrical panel for this building? For fires that are ‘unexplained’or termed electrical in nature, fire inspectors should check whether smart meters were installed within the last year or so at the main panel serving the buildings. They should question contractors and electricians who may have observed damage from the fire such as damage along a neutral, melted aluminum conductor or other evidence that would imply an overcurrent condition. They should also look for a scorched or burned smart meter, or burn or smoke damage to the area around the smart meter. Problems may be seen immediately, with a smart meter smoking or exploding. Or, it may be months before the right conditions prevail and a neutral circuit overloads and causes a fire. The fire may or may not be right at the smart meter. Some questions that should be asked include:

Were smart meters installed in the main electrical panel for this building? Problems may be seen immediately, with a smart meter smoking or exploding. Is there damage at the smart meter itself (burning, scorching, explosion)?

Was there fire damage, a source, or a suspicious area around the neutral where it connected to the main panel or at the breaker panel?

Was the damage around a lug at a connection on the neutral conductor in the attic at Xanadu? Was there any indication of heating or scorching or other thermal damage around the neutral in the area of the fire?

Was aluminum conductor present? Aluminum conductors that were installed in the ’70s are today recognized as more of a problem for heating than copper wire. Was the aluminum, if present, showing heat damage or melting?

Even before smart meters were being installed widely in California, people who know something about EMF and RF were expressing concerns that this kind of thing would likely happen (electrical fires due to overcurrent condition from RF signal). What is already postulated, and of concern, is that the rising use of equipment that put RF harmonics onto the electrical wiring of buildings may overload that wiring. Faulty wiring, faulty grounding or over-burdened electrical wiring may be unable to take the additional energy load.
